Holcomb Coal Plant 

 

This photo, from Sunflower Electric, shows the current coal plant at Holcomb, Kansas. The proposed plants would produce four times the power of this plant.

Due to the submission of incorrect emissions modeling data by Sunflower Electric for a portion of the draft permit, the Kansas Department of Health and Environment (KDHE) will add a second round of public comments on the Holcomb coal plant draft permit, to be scheduled once the corrected modeling data is submitted to KDHE. This second round of public comment will likely last for 45 days and will include a fourth public hearing (most likely in the Topeka area). During the second round of public comment, the ENTIRE draft permit will be open for public comment.

As always, we will keep folks informed and provide details on this restructured comment period once they are available.

The Sierra Club has a special web site solely for the Sunflower project that has fact sheets on the settlement agreement, which includes shortcomings of the carbon offsets, etc. If you want to include this type of information in your comments, this is a great resource. There are two fact sheets - a detailed one and a shorter summary. The site also has a link for submitting comments, and a general fact sheet on the economic risks of coal plants.

Sunflower's Debt to Taxpayers - An informative article on Sunflower's debt to taxpayers, which was a result of overbuilding capacity at Holcomb with the first coal plant. This same risk of overbuilding capacity remains as energy demand is going down, and neither Sunflower nor Tri-State (the Colorado utility getting most of the power) have demonstrated they have a need for a coal plant this big.
